Two questions. If I were to go crazy with several hair colors, what could I do with dark brown hair? (highlights, two-toned, etc.) Or if I were to go lighter, how light could I go with near black eyebrows?

Dark Brown hair can only be colored darker unless you use a lightening product to remove some of the color. You could color the hair on the bottom half of your hair black for a two-toned effect or use the black to put in highlights all the way around.
You can go as light as you like and lighten your eyebrows along with your hair. Eyebrows only require about ten minutes of lightening, unlike the hair on your head which needs about 45 minutes. Be sure to deep condition after lightening to keep your hair in good shape.
Instead of bleaching your hair, you can use a "high lift" hair color to change the color by two or three shades. Les Blondissimes by L'Oreal is an example of one. It would also be good for highlighting.
